How to cite the Congressional Record
Cite the daily edition of the Congressional Record by volume, “Cong. Rec.”, the page with its H, S or E prefix, and “(daily ed. [date])”; cite the bound edition, once it exists, by volume, page and year.
Add a parenthetical naming the speaker when you attribute the words, such as “(statement of Sen. [name])”.
