24.1 Preserve the legal unit
A state code, session law, city ordinance, county regulation, and local court rule can all govern the same transaction. Identify the enacting or issuing body, not just the geographic location. If two municipalities share a name, include the state and other necessary distinctions. A privately maintained code website can provide access without becoming the enacting authority.
24.2 Trace a local amendment
For an ordinance, record its number, adoption date, effective terms, relevant section, and codification if available. Compare the enacted ordinance with the code version when timing matters. A code publisher's update date tells you something about the compilation; it does not necessarily identify when each provision became effective.

24.3 Identify rules by their court and level
“Local Rule 7” is incomplete outside a context that unambiguously names the court. Preserve the court, rule set, subdivision, and relevant version. Research standing orders and judge-specific instructions separately. A statewide appellate rule does not automatically establish a trial judge's exhibit or motion requirements.
24.4 Treat territories as distinct research settings
Do not make a state-directory entry stand in for territorial law. Identify the territorial court or legislature and the particular source system. Determine the receiving forum's directions and the relationship between local and federal authority for the question being addressed. 24.5 Use gateways without mistaking them for reviewed profiles
The jurisdiction atlas supplies official court starting points and selected inspected rule summaries. A gateway-only entry means that the book has located a research route, not that every current local citation rule has been reviewed. Complete a receiving-requirements worksheet for the actual filing. Record the official source, exact provision, applicability, effective date, and any court order that modifies the ordinary process.
Local-law work often fails at the source-version step. Save the actual ordinance, rule, or order used, alongside the access URL and date. That small habit makes later review possible when the website reorganizes or the code changes.
